The Division of Integrated District Supports is seeking a strategic and detail-oriented System Analyst (Data Integration and Business Analyst) to lead the discovery, documentation, and design of data and business requirements that support the development of OnePlan. This role will bridge business and technical teams by establishing a comprehensive data foundation, defining integration strategies, and translating complex business needs into clear, actionable requirements for system design and vendor implementation.

1. Develop a comprehensive, vendor-ready data map by inventorying TEA and external data systems and documenting data sources, ownership, formats, dependencies, and data integration requirements.
2. Assess data quality across systems by identifying gaps, inconsistencies, duplications, and standardization needs, and recommend data cleansing and validation strategies.
3. Design a scalable data integration strategy that improves data accessibility, interoperability, usability, and long-term sustainability across TEA systems aligned with TEA implementation of the Ed-Fi data standard
4. Serve as the Business Analyst for OnePlan by gathering, analyzing, and documenting business and system requirements (Modern Requirements format)—including process flows, skip logic, system interdependencies, and user interface mock-ups—and translating them into clear functional requirements for vendor design and development.
5. Support with broader IDS team work-streams such as LASO, GSA, OneSystem, and others.

Required Qualifications:
- Bachelor’s degree in related fields such as: Information Systems, Computer Science, Data Analytics, Business Administration, or a related field, or equivalent relevant experience.
- Demonstrated experience as a Business Analyst, Systems Analyst, or Data Analyst leading requirements gathering, business process analysis, and functional documentation for technology implementation projects.
- Experience analyzing complex data environments, documenting data sources and integrations, and developing data governance, data quality, and integration strategies.
- Strong ability to translate business needs into clear functional requirements and collaborate effectively with cross-functional business, technical, and vendor teams.
- Excellent analytical, problem-solving, project management, and communication skills, with the ability to manage multiple priorities in a fast-paced environment.
The working position is Telework.
