The Texas Comptroller's office manages multiple high-visibility grant programs, including First Responder Grants (SB-22, SB-8, HB-3000), Opioid Abatement Fund, and State Broadband Development programs. We are building a unified Salesforce-based Grant Management System (GMS) platform using Public Sector Solutions (PSS) that serves both public-facing grant applicants and internal grant administrators across multiple state programs.
This position requires deep expertise in Salesforce grant management systems. Candidates with experience in Salesforce Public Sector Solutions (PSS), Government Cloud, or Nonprofit Cloud (NPSP) grant management are encouraged to apply.
The Product Owner will work with business stakeholders with varying levels of technical sophistication—from strong SMEs to business teams needing guidance in translating grant program requirements into system features. The ideal candidate can bridge this gap while maintaining our unified community architecture across all grant programs.
Key Responsibilities:
  • Turn product vision into actionable strategies supported by business and IT management.
  • Analyze and interpret technical information, including industry standards, statutes, administrative rules, procedures, and system documentation.
  • Translate user/business needs into technical requirements.
  • Communicate technical instructions to system users.
  • Exercise sound judgment in making critical decisions.
  • Communicate effectively verbally and in writing.
  • Conduct in-depth interviews with Business SMEs, Product Manager, and stakeholders to understand business processes and problems.
  • Identify process improvement opportunities via automation.
  • Partner with business SMEs and agile teams to gather requirements and build product road maps.
  • Participate in research for new features and functionalities.
  • Create product backlog with themes, epics, and user stories.
  • Accept work built by scrum teams and determine if product is shippable.
  • Attend sprint ceremonies and collaborate with development teams.
  • Participate in all phases of SDLC.
  • Perform acceptance testing of user stories.
  • Identify, manage, and mitigate project risks and issues.
  • Provide guidance and knowledge sharing to development staff.
 
 
Onsite Requirement: 
Candidate will work remotely but may be required onsite as needed by the Direct Supervisor (must be in Texas, preferably Austin metro area).
Candidates living 50+ miles from the LBJ Building are required to attend in person once per month.
Candidates residing within the Austin area must be in the office 2 to 3 times per week.
Travel expenses to the office will not be reimbursed by CPA.
 
Support Requirement: Candidate may be required to provide support to an on-call programmer.
 
Candidate Skills and Qualifications
Must be able to:
  • Work with Business Customers, Section Managers, Project Managers, Business Analysts, Technical Leads, Developers, and SMEs in a professional and collaborative manner.
  • Lead requirements discovery, process mapping, solution design, user story writing, feature development, and user acceptance testing.
  • Work with cross-functional teams to ensure alignment on prioritization and feature development while adhering to architectural, accessibility, and security standards.
  • Partner with scrum master, project manager, tech-lead, section managers, and executive teams to identify key capabilities and potential issues.
  • Manage the backlog with IT project team, ensuring timely deliverables that meet customer expectations.
  • Analyze application performance for health and improvement.
Must have:
  • Knowledge of technical and administrative attributes of Salesforce.
  • Strong written, verbal, and interpersonal communication skills.
  • Knowledge of software development methodologies (Agile and Scrum).
  • Problem-solving skills and ability to multi-task, with readiness to put in extra effort when necessary.
  • Must perform related work as assigned.
