The Senior Business Systems Analyst (BSA) position at the Texas Education Agency supports multiple technology initiatives that advance the agency’s mission of improving outcomes for Texas students, with a focus on analysis of systems and data, documentation, and modernization.
This position performs advanced, senior-level business systems analysis work. The Business Systems Analyst serves as a liaison between technical teams and program areas and stakeholders to ensure that complex calculations are accurately captured and validated, and that business needs are translated into system, data, and technical requirements. 
The work also entails managing requirements, supporting solution design decisions, validating system behavior, and verifying that all functional, technical, data, and integration requirements are met, including enhancements following implementation. This role requires the use of initiative and independent judgment in planning and carrying out work assignments in accordance with agency standards and DIR guidelines.
ESSENTIAL FUNCTIONS
  • ELICITATION - Elicits business, system, and technical requirements using joint application development (JAD) sessions, requirements workshops, interviews, document analysis, system reviews, data analysis, and workflow analysis. Collaborates with architects and developers to ensure documentation accurately reflects system design decisions.
  • DATA ANALYSIS - Analyzes existing and proposed systems and queries databases to understand functionality and identify gaps, risks, dependencies, and opportunities for automation or improvement. Documents data definitions, business rules, validation logic, and data lineage.
  • DOCUMENTATION - Translates elicitation outcomes into clear, well-structured system requirements, functional requirements, technical requirements, data requirements, design documents, and interface specifications.  
  • VISUAL & TECHNICAL ARTIFACTS - Creates and maintains process flows, system context diagrams, data flow diagrams, entity relationship diagrams (ERDs), sequence diagrams, and other UML artifacts to support solution design and communication. 
The working position is Hybrid - On Site and Telework, with the option to work up to 80% - 100% remotely.

  8 Required Experience with relational database concepts to understand how data is stored and accessed by applications
  8 Required Experience analyzing data used in system processing and reporting to identify issues and document logic
  8 Required Experience using SQL or query tools at a basic-to-intermediate level to retrieve, validate, and reconcile data
  8 Required Experience leading elicitation meetings and creating well-written system and technical requirements
  8 Required Experience documenting data requirements, rules, validation logic, and data definitions for systems and reports
  5 Required Demonstrated strong communication and facilitation skills
  5 Required Demonstrated strong writing and organization skills
  5 Required Experience collaborating with developers, architects, vendors, and infrastructure teams to support SDLC
  3 Required Experience supporting large-scale or complex information technology projects with multiple stakeholders
  3 Preferred Documented work experience with the issue tracking software "Atlassian Jira"
  3 Preferred Documented work experience with the requirements management software "Modern Requirements"
  2 Preferred Documented experience working for or closely with TEA or another state or local education agency
